Egypt begins 1st phase of parliamentary elections across 14 governorates

This phase includes 70 constituencies, with 1,281 candidates running for individual seats alongside party lists representing Upper Egypt (north, central, and south) and the West Delta region, Executive Director of the National Election Authority (NEA) Ahmed Bendary said in a press conference in Cairo on Sunday.
He added that the total number of eligible voters stands at 35,279,922, distributed across Giza, Beni Suef, Fayoum, Minya, Assiut, New Valley, Sohag, Qena, Luxor, Aswan, Red Sea, Alexandria, Beheira, and Marsa Matrouh.
Giza has the largest number of voters at 6.6 million, followed by Alexandria with 4.5 million and Beheira with 4.3 million.
Bendary said all supervising judges have been assigned and logistical preparations completed. These include QR codes at polling stations to guide voters and an electronic application to help them locate their assigned voting sites.
He added that the NEA is monitoring campaign spending in coordination with designated banks and confirmed that no candidates have exceeded the legal spending limit.
Bendary explained that Article 24 of Law No. 46 of 2014 stipulates that a candidate or party list must receive at least five percent of registered voters’ votes in their constituency or governorates to win. If this threshold is not met, nominations will reopen.
In remarks on Al-Hayat TV, Bendary said the NEA aims to make participation easier for citizens by ensuring a smooth and well-organized voting process.
He noted that the authority has developed a digital application, in line with Egypt’s digitisation drive, showing voter turnout levels at polling stations to encourage participation in choosing members of the 2025 House of Representatives for the next five years.
Meanwhile, the Ministry of the Interior announced a nationwide security plan for the elections, including heavy police deployment, rapid response teams, and female officers to ensure safety around polling stations and key facilities.
The Ministry of Health also launched a medical emergency plan involving 1,385 ambulances and 4,000 medical staff, with hospitals, burn and poison centres, and blood banks placed on high alert.
The National Council for Persons with Disabilities (NCPD) has also set up a central operations room to monitor accessibility and provide sign-language video support to ensure inclusive participation for voters with disabilities.
The House of Representatives comprises 596 members: 284 elected individually, 284 through closed party lists, and 28 appointed by presidential decree.
The second voting phase will take place on 24–25 November, covering the remaining 13 governorates.
Egyptian expatriates concluded their voting for the first phase on Saturday.
