UAE Tops Global Entrepreneurship Rankings for Fourth Year Running

ABU DHABI — The United Arab Emirates has once again secured the top global position in entrepreneurship, maintaining its lead for the fourth consecutive year in the prestigious Global Entrepreneurship Monitor (GEM) 2024–2025 report.

The report, which assessed 56 economies worldwide, ranked the UAE as the best environment for entrepreneurship and small and medium-sized enterprises (SMEs). 

The country outperformed advanced economies across 11 out of 13 key indicators, including access to entrepreneurial finance, government support policies, taxation and bureaucracy, and entrepreneurship education at both school and post-school levels.

H.E. Alia Al Mazrouei, Director General of the Ministry of Economy and Tourism, stated that the UAE’s achievement reflects a forward-looking national vision focused on building a comprehensive and competitive entrepreneurial ecosystem. 

“These results reaffirm our commitment to fostering innovation, empowering startups, and positioning the UAE as a global hub for entrepreneurship,” she said.

The UAE’s success is attributed to its strategic investments in digital infrastructure, regulatory reforms, and public-private partnerships that support business growth. 

In 2024 alone, the country attracted over $8.7 billion in entrepreneurial investments, further boosting its global competitiveness.

Experts say the UAE’s consistent top ranking underscores its resilience, adaptability, and proactive approach to economic diversification. 

The government continues to launch initiatives aimed at empowering youth, women, and emerging sectors, reinforcing its role as a leader in the global entrepreneurial landscape.
