Arab, International Welcome for Yemen Prisoner Exchange Agreement

Saudi Arabia welcomed the agreement signed on Tuesday, December 23, 2025, in Muscat, Oman, between the internationally recognized Yemeni government and the Houthi militias on the exchange of prisoners and detainees. The Kingdom described the deal as an important humanitarian step that will help alleviate suffering and strengthen confidence-building measures.

Kuwait also hailed the agreement, calling it a positive and significant step toward building trust and advancing peace and stability in Yemen. The Kuwaiti statement praised the efforts of Oman, Saudi Arabia, the UN Special Envoy’s Office, and the International Committee of the Red Cross in facilitating the deal.

Similarly, Bahrain’s Ministry of Foreign Affairs expressed its welcome of the agreement, considering it a positive and vital move to address humanitarian conditions and support comprehensive peaceful settlement efforts in Yemen. The ministry reaffirmed Bahrain’s firm position in supporting all regional and international initiatives aimed at reaching a lasting political solution, in line with the Gulf Initiative, the outcomes of the National Dialogue Conference, and UN Security Council Resolution 2216.

The Arab Parliament also welcomed the agreement, commending Oman’s significant role in hosting and supporting the negotiations, as well as the sponsorship of the United Nations and the International Committee of the Red Cross. The Parliament stressed that the deal represents an important step toward strengthening peace prospects in Yemen.
