UAE tops global AI usage as it seeks to become entirely AI-enabled

AbuDhabi -- The UAE today has the highest usage of AI per capita of any nation in the world, said His Excellency Khaldoon Khalifa Al Mubarak, Managing Director and Group CEO of Mubadala Investment Company, during his participation at the World Economic Forum Annual Meeting 2026, held in Davos, Switzerland, from January 19 to 23 under the theme ‘A Spirit of Dialogue’.

“I want every employee in my government to learn how to have an agent and then to have four and then have 10 and then to have a billion. We want to be efficient, we want to use technology to its maximum,” he added.

UAE government is one of the most AI-enabled in the world

Highlighting the UAE’s progress in AI adoption across several fronts, Al Mubarak noted that the country uses its workforce in the most efficient and effective way.

“What we’re attempting to do in the UAE at the moment is really making the entire country AI-enabled. The UAE government is probably one of the most AI-enabled governments in the world as we speak,” he added.

On regulation, Al Mubarak said the UAE is trying its best to be ahead of the game or as close to the game as possible, especially in crucial matters like safety, security and guardrails that have to be put in place.

“As we go on this journey of enablment, infrastructure, society, and the government, all of that has to go hand-in-hand, and that’s what we’re trying to do in the UAE, and I think that’s gonna be a very interesting model to follow for many countries,” he concluded.

64 percent of UAE working-age population uses AI

In a recent report, Microsoft revealed that the UAE has extended its lead as the #1 ranked country, with 64.0 percent of the working age population using AI at the end of 2025, compared to 59.4 percent earlier in the year. The UAE has opened a lead of more than three percentage points over Singapore, which continues in second place with 60.9 percent adoption.

In 2025, the UAE further strengthened its reputation as a global digital infrastructure center, reporting a world-leading 97 percent usage of AI tools among government organizations, with the programmer count exceeding 450,000.

High-stakes international partnerships marked the year, most prominently evidenced by the establishment of a 5-gigawatt UAE–US AI Campus in Abu Dhabi. Utilizing a blend of nuclear, solar and gas power, this site caters to billions of users and is the largest supercomputing cluster beyond the U.S.
