France Considers Adding Muslim Brotherhood to Terror List

Paris — The website of the French National Assembly reported that the Foreign Affairs Committee will hold a session on Wednesday to examine a European draft resolution aimed at adding the Muslim Brotherhood to the European Union’s list of terrorist organizations.
The European Affairs Committee of the National Assembly is also reviewing the draft resolution, submitted by the Republican Party, which seeks to include the Muslim Brotherhood on the EU’s terrorism list.
According to French media, the text of the resolution will be placed on the agenda of the parliamentary session dedicated to the Republican bloc on 22 January.
French outlets noted that the draft resolution is not a bill.
The Republicans justified their proposal by citing a report published by the Ministry of the Interior last May, which focused on the Muslim Brotherhood. They emphasized that the committee’s vote does not determine the final outcome of the text.
In the explanatory memorandum attached to the resolution, Republican MP Éric Pauget stated: “Although the Muslim Brotherhood does not directly claim responsibility for terrorist acts, it contributes to shaping the idea of an ‘internal enemy’ within thought and society.”
The resolution differs from a bill. Since July 2008, Article 34‑1 of the Constitution stipulates that “legislative assemblies may adopt resolutions” to express a position on a specific issue.
However, even if such resolutions are adopted, the government is not obliged to enact legislation based on them.
